With my macOSventura I have noticed that the files in my DOCK downloads do not match the files in the FINDER downloads.
I have restarted the computer a couple times with no success.
There must be a way that they sync with each other.
How do I fix this?

Copy or verify you are not going to lose anything...
Drag off the Dock the download folder
From the Finder side bar add back to the Dock by Control clicking
