Why a refresh symbol would be on a folders name?

On here it seems to work fine. If I try to sign-in to my account the throbber just keeps spinning. When I try to sign-in to iCloud it just takes me to another sign-in page. I'm not wrong with anything, it just takes me to another sign-in. I've tried to use chat, but it's not Apple I'm chatting with! It's not them on the phone!

I've been dealing with people inside my Mac and iPhone for over half a year and can't find help. They have my life history! They just play games like this with me. I need to talk to someone that knows more than a store manager.

Do you why a refresh symbol would be on a folders name? I used a pointer to move a folder and a refresh symbol popped-up in the name of the file.
