Keep in mind that activation requires external communication to the internet.

This can be via an active mobile carrier SIM/eSIM provisioned w/ a data plan, or WiFi.

All we have to go from is "HOW TO ACTIVATE IPHONE X?" and "The iphone was actually reset and this problem occurred and can't be activated, tried may times but failed".

• What part of the set up process is failing in the link provided above?
• Is is showing a WiFi/Cell connection?
• Is it a new SIM card?
• Any error messages?

Does it happen using Wifi if you have a Wifi connection available?

I checked the System Status pages to see if Apple was having server trouble, but all appear to be OK. You may need talk/chat directly with Apple at this link if there is no luck using WiFi:

If you just purchased this phone used, then the owner has flagged it as lost and only their Apple ID and password will allow you to use the phone.
