Is your iPhone being watched? Probably yes. Particularly if you’re in a crowd, and have pulled your iPhone out of your pocket or bag for some reason. Wave it around some to ensure both it and you are being watched, if you would prefer. 😉
As for the way you meant the question, that’s unanswerable. Not without direct access and forensics. Is it likely your iPhone is being monitored? Past tracking by various apps and services installed, and ignoring your carrier and their tracking, and related, no. Most folks get in trouble with passwords or passcodes or password reuse or other issues. Not with “viruses” and not “hacks”. (And I’ve yet to see an actual report of “juice jacking” an iPhone or iPad, too.)

If you feel an unauthorized person/app is remotely using, controlling or monitoring your device, then that is possible only if you have done one or more of the following Don'ts...
If one of the above is true then quickly change the Apple ID Password and Return iPhone settings to their defaults.
Is there anyone else in the room with you? If so, they might be watching you. Leave the room.
Unless you've jailbroken your iPhone or your are a high-profile politician, journalist or activist whose data would be worth hundreds of thousands of dollars to acquire, no, you're not being watched.
Why do you think there is a problem? If you describe what you're seeing, someone might be able to help you figure things out.
