How to permanently enlarge dock

Enlarge as in make the icons larger or enlarge as in have apps permanently added to it?
What exactly are you trying to accomplish?
You can go to System Settings / Preferences ➜ Desktop & Dock / Dock and set the size and magnification there.
The dock will reduce the size of the icons dynamically regardless of that setting, if their current size prevents all the icons from being visible on screen. This cannot be turned off and is required otherwise there would be no way to get to icons that may go off screen.
