I have an external 16TB SSD but it is not detectable by my MacBook Pro, even in when I'm Recovery mode. I am running a 2018 MacBook Pro 13" running Ventura 13.4. Can anyone assist?

That is probably the problem. Unless you got an external enclosure which holds several individual SSDs, then it is fake. AFAIK, the largest size for a single drive SSD is currently 4TB. You will definitely paying hundreds or even a thousand dollars for a proper legitimate 16TB of SSD storage.
