Because Apple regularly updates documentation and has little interest in archival issues or stable links across time. They regularly edit and delete tech support articles.
So that's the reason why you found that dead link. Whether or not Apple's approach is a good idea is a different question. Personally, I'm not a fan of the practice. You can try to send Apple feedback about your opinion at https://apple.com/feedback/
