Why does my iPhone 11 have so much RAM Usage

Hello,

i have a quick question:

why does my iPhone have so much RAM Usage? Their are no Apps running currently and i am on 97%...

What are the inactive RAM? it says that is RAM which is currently bound to Apps i recently closed, but after a restart its still the same.
