We just got a 4 pack of Air Tags. I put one on my wife's keyring and put it on my Apple ID. I put one on my keyring and one in the car. We placed both of these on my wife's Apple ID. Since I am usually the one out in the car she will be able to see my location.

Today was the first time I have been out since we did the setup. She was able to see the location of the car air tag, but the air tag for my key ring did not move from home.

Is there an issue seeing two air tags locations if they are on the same Apple ID and in the same location?

Sorry, am no expert, and do not know of that issue, yet your question surely deserves a response. Once the discussion is underway, others with more expertise may join in.

Seems that AirTag was not located, so showed where it was last located.

(Wondering if you had turned on "notifications", and if the Air Tag is "registered")
