Yes, this is correct.
I think apple should change this policy over time as their product I available worldwide and should be able to easily be adopted to the home country of any traveller.
It's not a really an Apple policy, but a hardware limitation in most cases. Differences in cellular bands in different counties require different hardware in the watch and as such the cellular models of Apple watch have always been region specific.
With that said however, the model for Singapore and the Philippines is the same one with the exact same internal hardware, so there should be no reason for your local Philippines carrier Globe to activate it on their service if they choose to. However activation is entirely in the purview of the carrier. They are free to deny activation of a Watch not purchased in the country you intent to use it in. Apple has no say there.
