Unable to copy all of my photos off of the iCloud or onto the iCloud drive

When is Apple going to tell us what is going on with their cloud? I have had Apple since the very first iPod nano came out and the issue in the following thread has never been solved: Photos taking DAYS to upload to iCloud - Apple Community

I have never been able to copy all of my photos off of the cloud or onto the cloud and because of this I lost thousands of photos from my first iPod Touch. Currently the contents from One Drive on my macbook are on day 2 of downloading into my iCloud drive on my macbook. It only took 1 hour to copy from One Drive on my macbook to my external hard drive. This is a serious issue and will be illegal one day if it already isn't.

So you downloaded all of your files from one Drive. Then copied those into iCloud Drive. Correct?

What is the current status from the info icon? Has it moved? might there be an incompatible file format like an executable file or something else that will not upload? Can you show pictures?

From experience. An initial sync of 35,000 photos took a couple of days to complete. Syncing 1 TB of files took quite some time too.

The initial sync of any content can take some time to complete.

Okay, I think I have figured out that it's some documents. It seems like things similar to my credit report are having trouble moving and/or copying. Do you know why this would be?
