I noticed a big chunk of my iMessages (on my iPhone 13) are gone and I think it is because I recently removed my old device (iPhone xs) from the iCloud, without thinking. There is a specific message that I need to recover. Is there any way I can get this back?
I know the person who has my old phone but obviously they use it with their own apple ID now. Could I try logging into the old phone? or is it lost forever?

From the scenario that you have described in your post, those texts are deleted from iCloud and also from your iPhone 13. You care correct, your iPhone XS is used by a new person and is logged in with their own Apple ID. In your case, those texts are permanently lost as you have discovered.
