Enable Contacts in iCloud on the iPhone:

Is Contacts enabled in iCloud Settings? If so, then enable Contacts in iCloud settings, and it should all sync, as long as you are signed in to the same Apple ID.

1. Go to: Settings
2. Tap: your name (top item)
3. Tap: iCloud
4. Tap: Contacts (so that it is green)
