my question is on PRIVATE RELAY. this sounds like security I thought I already had with iPhone, so wanted to know What has websites , hackers, etc, been able to access this entire time I haven’t had PRIVATE RELAY on ?

Good advice from @Tesserax but don't get too paranoid about hackers and security. You only have to really worry about that stuff if you or your profession makes you a target for surveillance. Random attacks are rare, the real bad guys need a reason to come after you.
