To zero the balance in your App Store account, please purchase something of greater value than the amount in your account, and the remainder will be charged to the payment method on file, or you can Contact Apple for support and service - Apple Support, and have them zero it for you.

Buy something more expensive than your balance and use a different payment method from the current region for the excess amount; if you can't, click here and ask the iTunes Store staff to zero it.

Are you willing to share the amount in the account? It may help us to give you better advice. I recommend, that if it isn’t too much, to just have them (Apple/ iTunes Store staff) to zero it for you.
