This issue can occur due to a few reasons. Here are some troubleshooting steps you could take:

1. Check Payment Information: Double-check the payment information in your Apple ID account settings to ensure everything is correct. This includes the card number, expiry date, billing address, and CVV number.

2. Check for unpaid charges: If there’s a pending charge on your account from a previous purchase that failed due to insufficient funds or a declined payment, you might need to pay that off first.

3. Update from different device: Try updating your payment information from another device. If you’re currently doing it on your iPhone, try doing it on a computer instead, or vice versa.

4. Check with your bank: Sometimes, banks might prevent transactions if they suspect it’s not you making the purchase. You might need to authorize Apple as a trusted company with your bank.

5. Contact Apple Support: If you’ve tried all the above and still experience the same issue, it would be best to get in touch with Apple Support directly. They can provide further assistance and check if there’s an issue with your account from their end.

Remember to never share your Apple ID password or any other personal account information with anyone. Apple Support will never ask you for this information.
