How come an iphone SE has photo cutouts and live photos/text when it updated but a iphone x doesn't have these updates

how come i cant update my software to see my iphone 13max photos it says software u[pdate? & when I update it, it installation fail? it says " Can't install the software because it is not currently available from the software".
