Correct the phone number(s)

Settings > Your Name (at the top of the screen) > Password & Security > Edit Trusted Phone Numbers

Highly recommend that you enter two Trusted Phone Numbers in case the primary number is not available at the time

This has worked for me in the past.

Try Settings > Name, Phone Numbers, Email and check to see if correct numbers are listed here. If not, tap Edit to correct the phone number(s)

If still no luck, you will need to get with Apple Support or make an appointment for the Genius Bar at the Apple Store.
