No, each family member on an Apple Music Family plan does not need to have the same mobile service provider as the family organizer.
Apple Music Family Subscription allows up to six people to enjoy Apple Music on their devices. Each family member will have their own personal music library and recommendations based on their personal taste. The only requirement is that each family member must be signed into their device with their own Apple ID.
Just keep in mind that all family members need to be in the same country or region to join a Family Sharing group.
