If you have worked through all those steps, and are still having an issue, here are some additional things to check:
- Is the light on the front of the Apple TV flashing for more than 3 minutes? If it does then follow the steps here to Reset or restore your Apple TV to its factory settings - Apple Support
- If the light is steady and does not flash, unplug and replug both ends of the HDMI cable. You may want to try a different HDMI cable also.
- If there is no light on, unplug the power cord from the Apple TV and wait 30 seconds to plug back in.
