Changing screen time settings on iPhone from ipad

You can set up to share your Screen Time settings across all your devices by following these steps found at Keep track of your screen time on iPhone - Apple Support:

To share your Screen Time settings and reports across all your devices, make sure you’re signed in with the same Apple ID on each device and Share Across Devices is turned on.

1. Go to Settings  > Screen Time.

2. Scroll down, then turn on Share Across Devices.

Any changes made on one device should be shared with all other devices.

Just to confirm, when you attempt to use the Screen Time passcode on another device it does not accept? The Screen Time passcode should be shared across devices, unless you are referring to the device passcode which is slightly different. Yes, that is correct. With that option toggled on, the password will share across the devices.
