RULES Destination folder disappears in Mac Mail Software

I have had an ongoing issue with Mac Mail rules where I will set up filters, MacMail will filter for a couple days and then stop. When I check on the rule, the area where I defined the destination is missing under "perform the following actions."

This has been happening for a year or so. Does anyone have a REAL fix, or s suggestion for a plug-in that will apply rules?

Evidently this is a common and known issue, but I have not seen a successful solution to fix this.

Running 13.4

IMAP account (emails are being set to a folder in the same mailbox)

I have tried restarting in safe mode AND the icloud trick that people suggest and neither worked.

Apple as told me to delete and start over. What a gigantic waste of time.
