Safari is updated when you update or upgrade the operating system on your device.

What device (Mac, iPhone, iPad) are you asking about and what model is it? If a Mac, go to Apple menu > About this Mac for model year and current macOS version.

If this is on a Mac follow the steps in the support document you posted from.

If this is on an iOS device, it is updated with the iOS version. If running iOS 16.5, you have the most up to date version of Safari available.
