I tried to delete the original update and then download the update again which did not work. I tried a force restart and it didnt work. I tried both networks in my house and it didn't work. Any other suggestions to resolve this issue?

It sounds like your iPhone isn't able to connect to the Apple servers. We'd recommend starting with the steps that are outlined at If you can't connect to the App Store, iTunes Store, or other Apple services - Apple Support, which walks you through the basic troubleshooting when your iPhone can't connect. Be sure that you're not using VPN, Airplane Mode, or have any added security software running at the time.
