No. An Apple Watch can only be paired with an iPhone. However, once paired with the iPhone, I suspect the watch and iPhone data will be shared with the iPad Health app as long as all 3 use the same Apple ID.
iOS 17 is unreleased software, and as such it may not be discussed in these forums.
Anything mentioned during the WWDC keynote may end up not being released due to implementation difficulties.
