How to get rid of permanent horizontal line just below the timeline for movies and has pink marker for 1/3 mark through movie or show. It’s stuck there no matter what I watch, even the homescreen.

If your Apple TV has a display issue, make sure you've covered the basics like restarting the device and making sure it's up to date.
If you've already covered those things, you can try resetting the Apple TV to see if that corrects the issue.
Reset or restore your Apple TV to its factory settings
If available, you can also try connecting the Apple TV with a different HDMI cable or through a different HDMI port on the computer to rule out the connection as the cause.
