Have never sen this before
Control center icon is ok, but clock and date are dimmed.. This is not when clicked..
Any reason this may happen? and how to get it back to normal "white" ?
I tried fiddling with Clock options, hiding am/pm/hiding/showing date etc... but either worked.
Even tried "Relaunching" Finder.. and no go.. Using MacOS Ventura 13.4
You have "Do Not Disturb" enabled. In System Settings type "show focus" into the search field. Change "Focus" to "Show When Active" or "Always Show in Menu Bar". Otherwise the clock dims when Do Not Disturb is active.

Thanks.. it worked when changed Control center
to "Show when available" then back to "Do not Show" However, i think the issue is actually under "Focus"
It says "Do not Disturb is" on... How can i turn it off from here.. I do not use it.
I'm not currently on Ventura so I made an assumption based on your screenshot. Apparently a poor one. 😎
In any case, the clock dims if you don't have the Do Not Disturb icon showing in the Menu Bar to indicate it is enabled.
Try System Setting >> Accessibility >> Display and adjust some of the setting in there
Especially the " Display Contrast " slider

Click on the > and change it to off. You can also turn it off from the Control Center by clicking Focus and clicking on Do Not Disturb.
Thanks.. but you can only turn it on/off from Control Center icon in menu bar... Can't do it from System Settings.
Like you can slide of off from Settings on iPhone..
Must be an "Apple" thing.🙄
