Key to sending files or photos via AirDrop is to use the Share button (a square with an upward-pointing arrow) - usually found towards the top-right of an App window. Tap the Share button to open the Share Sheet - from which you can select AirDrop or other Share-actions from the menu:
Click Share icon on notes, webpage etc. and select AirDrop. Select a nearby person and AirDrop will share your contents with nearby person.
