I backed up my iphone to windows itunes and my data was 150GB something and i have 256GB iphone storage but when itunes took backup it shows 270GB of backup data and when i tried to restore that backup is says you have not enough storage in your iphone so how can i restore that backup or if it’s not possible than i want just my photos and videos but how?

Unfortunately backup and restore are all or nothing processes. You cannot select only photos or videos. I really don't understand how your backup data can be 270GB if your total iPhone storage is 256GB. I think something is corrupted in your iTunes backup file. Can you restore from an iCloud backup?
