If the App Store requires you to have a valid payment method on file, even to download "free" apps, you don't bypass that requirement.

You won't be charged for downloading "free" apps – but many of those have "in-app purchases." Make any of those, and you will be charged real money. The Messenger app is one of those that have "in-app purchases."
