From a simple web search, CodeMeter appears to be a copy protection/license control mechanism for expensive software.
It does NOTHING for the User. It is intended to protect the developer from rampant over-use of their software without license.
Found this thread after noticing CodeMeter had been installed on my system. While I didn't notice it during the installation of the Rhodes V8 Pro audio plugin, the CodeMeter app indicates that it manages the Rhodes license. So, yeah, looks like it's similar to iLok, eLicenser, and other copy-protection products. I'm normally pretty observant about what gets installed on my systems, so it's a bit concerning that this escaped notice. Maybe I installed Rhodes before my first cup of coffee. Sigh.
Is it from App Store?
