I added funds to apple funds through UPI eventually money got debited instantly from bank and in app store funds showing zero even after transfer.But when i did transaction using apple funds in apple music subscription transaction was successful. I think there is serious issue with apple fund balance.
Did you already try to contact the official Apple Support about that? Only they can look into your personal data and settings.
