Solution says to turn off iMessage.
There is no on/off button in settings.

The option to turn iMessage on or off is found in the Messages section of Settings. Per Set up Messages on iPhone:
"Turn on iMessage
When you communicate with others using iMessage, you can use more apps and features, like read receipts, undo send, message editing, audio messages, collaboration, inline replies, and more.
The same process in step 1 can be used to turn that feature off.
If the solution you're referring to is from If you can’t turn on or sign in to iMessage or FaceTime then it would be necessary to allow 24 hours from the time you turn that feature off and back on before progressing with the article. You may also need to verify with your cellular provider that your account is able to send international SMS messages as well.
