I was in the US last year , and my payment method was a US visa card , i came back to my home country and I want to change my payment method but it wont let me change the region for my Bahraini visa card … and my US visa is no loner in use

I am a permanent resident in the Kingdom of Bahrain. I spent a year in the US doing a fellowship program and I changed my payment method on that year to a US visa ( which is no longer in use), I want to add a new payment method ( my local credit card) however it wont let me change region on my credit card billing address. I tried cancelling all subscriptions however it still won’s let me add the details of my local credit card - it is still locked the US
