keychain app can't import keychains anymore?

Just in the past few days Apple Keychain app shows no stored passwords even though it did in the past. A few months ago moved to a new computer and transferred the keychain files (i.e. login.keychain-db) from my old iMac to my new MBP via cmd-shft-A. Cmd-shft-I shows the keychains greyed out and cannot be imported. Now it shows no passwords so I add again the keychain files and....nothing happens! What am I to do?

Also Apple ID preferences keeps telling me my system won't syc to iCloud for some reason. I keep putting my Apple ID password in to satisfy it and it goes away...only to come back tomorrow to tell me the same thing. I don't know if these are related.

Just updated to Ventura and this problem happens both on this OS and Monterey before the update.

Check you iCloud Settings and verify you are using Keychain there

>System Settings>AppleID>iCloud

If it is a sync issue, try signing out of AppleID/iCloud and back in again

Sign in or out of your Apple ID on Mac

If you sign out of your Apple ID settings on Mac

The most trouble free way to move to a new machine, is using the Setup Assistant on the initial boot of a brand new machine— you have one shot here. Set up your MacBook Pro - Apple Support

The second best way is use the Migration Assistant.
