How do I change the state in my wallet so I can add my license

The Wallet app does not have a specific "state" setting.
If you have an ID from a supported state, then just tap on the
icon at the top right corner, then on "Driver's License or State ID", and select the state from the list, then follow the onscreen prompts.

If your State does not appear in the list, then it does not yet support adding Driver's licenses or IDs to Apple Wallet.
