tool bar

Does anyone know what this little tool bar at the top of my page is? It usually pops up only on my lock screen or my home screen. I cant interact with it.

What is the long box that keeps popping up while using safari? it’s not multi task or split screen. Pressing on it does nothing. If I refresh it goes away but returns when I start web searching again. It kinda makes my screen glitchy too. Any help would be great!
