Can an account recovery contact help when you get a security lockout

You still have to wait. I don't believe the purpose of the account recovery contact is to bypass this. This contact would only be sent a code for you to use.

It sounds like you’re in the “timeout” period for too many incorrect Passcode attempts on your device.

No one can help you with that.

Recovery contacts are used to regain access to your AppleID; not access to an individual device.
