Cannot add card to Apple Pay on iMac

Device: iMac M1, 2021

OS: Ventura 13.4

When I try to add a card to Apple Pay/Wallet on iMac, I get the error that Automatic Login must be disabled.

Automatic Login is disabled. FileVault is enabled.

I read a past post that disabling FileVault allows a card to be entered. This fix does not work for me. I disabled FileVault, cannot add card. Restarted computer (with FileVault disabled), Apple Wallet disappeared as an option. Re-enabled FileVault, Apple Wallet returned. Cannot add a card, same error.

I confirmed that "Allow Payments on Mac" is enabled on iPhone.
