why does the apple iphone weather app not open to the correct city?

hello, i recently looked into this issue, as first it was opening to the default time zone in another state. next, it opened to the same state, but not the same city, so i found that it can be corrected by location services. However, today on that setting, it opened in a city about 1.5 hours away and then one maybe 15 minutes away.

So basically, it won’t track my city properly. i even used an option to reset it, but it doesn’t work. Even on location services, it acts like the app can’t find my city, and i need to scroll through the cities each time. Any suggestions would be appreciated.
