Can’t remove known network

There are empty records under my known networks (without network name or password) which I can’t remove. They continue to reappear if I delete them manually OR even after I reset network settings. Does anyone have any clue what these are and how can I get rid of them?

I am running the latest iOS 16.5

iPhone 14 Pro, iOS 16

If you need to rid of these, it would seem your only option from here is to, reset your iPhone anew, as if you were to sell it.
