Scribble Option (Apple Pencil 2)

Hello! I am trying to turn on the scribble option. It does not work. I can’t even find the option. I’ve done everything right;

I’ve gone to settings > Apple Pencil but it isn’t there. Everyone is telling me to completely restart the iPad but the option still doesn’t pop up after that. I even updated it to the newest version but no, nothing happened. What should I do?
