Why can't I restore my Webster icon for Dictionary on my new iphone?

It might still be on your phone, but hidden. Try a search for it (swipe down from the middle of any Home screen):
Use Search on your iPhone, iPad, or iPod touch
If it is not found, you can download it again:
Redownload apps and games from Apple - Apple Support
