VPN keeps connecting and disconnecting on my iPhone

I have never installed any VPN software and have not had any new downloads or changes to my iPhone (iPhone X). However, all of a sudden my phone keeps trying to connect via VPN and will not allow me to disable it. I have reset network settings. I have rebooted my phone. This is causing connectivity issues with other apps on my phone where they state that the apps "failed to connect, please check your network and try again." I am connected to the Wi-fi in my house (see image) but the VPN keeps trying to connect (I have not tried to engage with it). It is extremely frustrating!
