what if i don’t have a computer?

my phone has been broken for a while, id say about a year now. it is an iphone XR and i’m not sue what happened to it but one day it just stopped turning on and it would flash the apple screen on and off. when i plug it in, it shows a screen that has a picture of a laptop and a plug, telling me to plug the phone into a computer to restore it i assume. it also gives a link: support.apple.com/iphone/restore . i do not have a computer or ipad to connect my phone to, but i’d like to see if my phone is fixable. any solutions?
