Name in contact list doesn’t add to legacy contacts
When I try to use name from my contacts (not already listed ) I cannot see a way to add it

The page you came from, How to add a Legacy Contact for your Apple ID - Apple Support, explains the steps on how to add a Legacy contact.
Since you do need to select from Contacts, you should go ahead and add the contact first. To do this, tap on Contacts, then tap on the +. More information can be found here: Add and use contact information on iPhone - Apple Support
Once added, you should then be able to choose them as a Legacy Contact.
