Can I setup family sharing for Apple Watch for child who already has iPhone and child’s Apple Watch and IPhone sync messaging phone calls etc. or will it give the child 2 phone numbers like to completely different devices?
Apple Watch Family Sharing is for a child that DOES NOT have their own iPhone.
The parent’s iPhone is used to control the child’s Apple Watch.
The child’s Apple Watch gets its own unique phone number.
If the child has their own iPhone, then it is less expensive to pair the Apple Watch to the child’s own iPhone.
The Apple Watch Family Plan cellular cost is much more expensive, than the $10 U.S. pairing to the child’s iPhone would cost.
Or if the child always has their iPhone with them, then a GPS only model is cheaper and does not have any monthly charges. The GPS only Apple Watch model uses the nearby paired iPhone’s radios to provide all the same features as the cellular model.

I would like to use the scheduled school focus mode, screen time features, Apple Cash etc. however it does not appear those parental controls are available if I pair it to the child’s iPhone. Is that correct?
I have not used parental controls, so I am not well versed in its capabilities. Here is Apple's page on iPhone parental controls:
