I was on a video chat with someone recently when her phone died. We share location. Her phone originally showed last known location. A couple hours later it started showing approximate location and continues to show approximate location for an hour or two. Does that mean her phone has been turned back on? I don’t know if it matters but I was in America and she in Europe at the time.

Not necessarily.
If the phone was turned off manually, the phone will still send out an intermittent Bluetooth signal that can be used to locate the phone.
Even if the battery runs down, the phone will still send out an intermittent Bluetooth signal for a limited about of time.....maybe a day or two.
And, of course if the battery ran down, it is also possible that the phone was plugged into a charger, so the phone would continue to send out information about its location.
Thank you for your reply. I couldn’t find that info anywhere. I suspected that might be the case. I knew you could track a lost phone when it was dead. I was unclear if friends and people you share location with would also be able to see your location via that same technology. And you have answered that question. I appreciate it.

Keep in mind that "dead" can mean different things. The phone obviously was not "most sincerely dead". (Apologies to the Wizard of Oz).
The phone may only be "mostly dead". That's different from being "all dead" since "mostly dead" is still "slightly alive". (Apologies to The Princess Bride.)
