Getting into a Locked iPhone:

Seems you've been scammed --though a full-assumption on my part. The iPhonelocked to the owner's account. This is a theft-deterrent. So, take it back to the seller, and ask for a return. If you don't it is useless to you. This is the site the seller should have used prior to selling it: What to do Before you Sell, Give Away, or Trade In your iPhone or iPad - Apple SupportThe seller should have known better.

The various definitions of “UNLOCK” and I recommend that you pick one of the below that fits your request.

Unlock1: If you forgot the passcode to access the device: ➔ If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled

Unlock2: If you forgot your Apple ID password: ➔ If you forgot your Apple ID password - Apple Support

Unlock3: Your device is locked to a carrier and doesn't accept SIM cards from other carriers, then only the carrier it is locked to can unlock it, if you're eligible.

Unlock4: If you have an Activation Lock, neither we (just users like you) nor Apple can help you, sorry.

Activation lock can be removed only by the previous owner, with the credentials that were used to activate that iPhone. Without those credentials, that device is useless to you.

If the phone says Activation Lock, you should return the phone for a refund. Otherwise, you will need to contact the person who originally set up the phone to get them to unlock the phone.

Chances are, the person who sold you the phone was not the original owner. If that is the case, the phone is useless, and was probably stolen.

NEVER buy a used phone......unless......it powers on to the "hello" screen.
