block a child from sharing location with other people

My 11 year old step son has iPhone13, my husband and I want to have it where we can see his location (we have iPhone 14) but we don’t want him to be able to share his location with anyone else (either through find my friend or in a text message). We do have his phone in our family account.

we’ve gone through the different settings but can’t figure out how to do this (or if it’s even possible).
